William J. Massey

William L. Massey, a partner in the Washington D.C. office of Covington & Burling, was interviewed about the "August 14, 2003 blackout, and what caused it to
cascade, affecting 70 million people in the midwest and northeast" for American Airline's Forbes Business & Technology Channel. The show was titled “The Energy & Environmental advisor.”

For the past ten years, William L. Massey served as a Commissioner on the Federal Energy Regulatory Commission (FERC). At Covington, his energy practice focuses on regulatory, legislative and corporate matters.

During his tenure at FERC, Mr. Massey was actively involved in all aspects of the Commission's regulatory agenda and was an influential voice in shaping the Commission's efforts to restructure the electric and natural gas industries. In the late 1990s, he served as lead Commissioner on merger policy during a period of significant consolidation within the electric and gas industries.

Before his career at FERC, Mr. Massey was a partner in private practice who focused on a federal legislative and regulatory practice with respect to energy and environmental law. From 1980 to 1989, he served as Chief Counsel and Legislative Director to Senator Dale Bumpers (D-AR), a senior member of the Senate Committee on Energy and Natural Resources. He was Law Clerk to the Honorable Richard S. Arnold, U.S. Circuit Judge for the Eighth Circuit from 1978 to 1980

Mr. Massey received his Master of Laws from Georgetown University Law Center in 1985. He earned his law degree from the University of Arkansas in 1973 where he was Associate Editor for the Arkansas Law Review . He graduated cum laude from Ouachita Baptist University in 1970.

Mr. Massey is a frequent writer and speaks regularly at energy policy conferences around the world. He has also testified numerous times before Congressional committees.
